关于规范报纸期刊主要负责人任职资格的通知 <br>

各省、自治区、直辖市新闻出版局，新疆生产建设兵团新闻出版局，解放军总政治部宣传部新闻出版局，中央和国家机关各部委，各人民团体报刊管理部门：<br>
<br>
近年来，随着报纸期刊迅速发展，从业队伍不断扩大，建立和完善了新的劳动制度，规范了从业队伍，促进了报纸期刊业的繁荣发展。但也有一些主管、主办单位对所属报纸期刊主要负责人的任免存在不规范的问题，致使少数报纸期刊内部管理不到位，出版质量下降等。为了保证出版质量和从业秩序，现就进一步规范报纸期刊主要负责人任职条件和职责提出如下要求：<br>
一、报纸期刊的主管主办单位要按照《出版管理条例》、《报纸出版管理规定》、《期刊出版管理规定》、《新闻出版行业领导岗位持证上岗实施办法》、《出版专业技术人员职业资格管理暂行规定》、《关于报刊社社长总编辑（主编）任职条件的暂行规定》等法规、规章的要求确定报纸期刊出版单位的领导班子，选派报纸期刊出版单位的主要负责人。<br>
报纸期刊出版单位领导班子必须由政治坚定、作风正派、熟悉报纸期刊业务的在职人员组成。<br>
报纸期刊出版单位的主要负责人，对报纸期刊内容质量和经营行为负有直接责任，应具有较高的马克思主义理论修养和政策水平，有强烈的事业心和高度的责任感，有积极的开拓精神和良好的职业道德，还应熟悉新闻出版工作方针政策、相关法律法规，熟悉报纸期刊编辑出版及经营管理业务，具有国家规定的新闻出版专业技术资格。报纸期刊出版单位主要负责人包括报纸期刊出版单位的法定代表人、社长、总编辑、主编、副社长、副总编辑、副主编等。<br>
对于不具备任职资格的报纸期刊出版单位的主要负责人，报纸期刊的主管主办单位要及时更换。<br>
二、按照中央及国家有关干部人事管理的政策法规，党政部门的离退休人员不得在报纸、期刊等出版单位担任主要负责人。<br>
三、报纸期刊主管主办单位任命时政类报纸期刊负责人，除按干部任免程序履行审批，符合任职资格和岗位条件外，还应按照属地管理原则，向登记地省级以上新闻出版行政部门备案并填写任职资格备案表（附后）。中央单位报刊主管部门任命时政类报纸期刊主要负责人，除按干部任免程序履行审批外，还应向新闻出版总署备案，并填写任职资格备案表。<br>
四、除政府所办用于发布政府信息、免费赠阅的公告、公报等期刊外，党政部门的公务员不得与报纸期刊出版单位从业人员混岗。<br>
五、各地新闻出版行政部门在对报纸期刊实施日常管理工作中，要对属地报纸期刊的主要负责人的情况及时了解、掌握，对于主要负责人不具备任职资格的，要建议主管单位尽快更换任命新的负责人。 <br>
六、各地新闻出版教育培训机构对报纸期刊的主要负责人进行岗位培训时，要严格审核参加岗位培训人员的条件，不得接纳不符合岗位培训条件的人员参加培训。<br>
七、报纸期刊主要负责人应在任职前或任职当年或任职后半年内参加岗位培训并取得新闻出版总署统一印制并用印的《岗位培训合格证书》，证书有效期5年，在证书有效期满的当年应再次参加岗位培训。<br>
八、各报纸期刊的主管、主办单位要高度重视所管报纸期刊领导班子建设工作，精心选择政治可靠、业务精通，符合现行政策法规要求的报纸期刊的主要负责人，保证所属报纸期刊的质量不断提高，市场竞争力不断增强，为社会主义精神文明建设和物质文明建设作出应有的贡献。<br>
各省、自治区、直辖市新闻出版局接此通知后，要结合报纸期刊年度核验工作认真检查所辖地区报纸期刊出版单位主要负责人的任职情况，对不符合《通知》精神的报纸期刊出版单位，要责成主管主办单位立即纠正整改，情节严重，已不具备办报、办刊条件的，按照《报纸出版管理规定》、《期刊出版管理规定》的有关规定，不予通过年度核验。请各地严格执行。<br>
